On August 8, at the Haidian Working Conference on the Development of Producer Services, the Haidian District Science and Technology Services Innovation Alliance was officially launched. The first batch of 80 institutions joined hands, debuting in a new capacity as a “Science and Technology Services Integration and Innovation Consortium,” committed to building a full-element service system covering innovation incubation, industrial synergy, financial empowerment and brand communication.
80 Sci-Tech Partners Assemble, Three Specialized Committees Prepare to Build
As a “core engine” in Haidian District’s “1+X+1” modern industrial system, how the Science and Technology Services industry can break down sector barriers, aggregate quality resources and precisely empower innovation entities became the deep-seated motivation behind the alliance’s establishment.
It is reported that the Haidian District Science and Technology Services Innovation Alliance targets the new demands brought by explosive growth in frontier fields such as artificial intelligence, quantum information and biomedicine. It is dedicated to facilitating precise matchmaking between the supply side and demand side of science and technology services, and promoting the formation of a virtuous ecosystem of “using sci-tech means to deliver better services, and using cutting-edge services to advance science and technology.”
The alliance operates under the overall guidance of the Administrative Committee of Zhongguancun Science City. The first batch of 80 member units covers the entire chain of science and technology services, demonstrating characteristics of “led by leading enterprises and featuring a complete ecosystem.”
Centered on key links in the innovation chain and based on the advantage areas of member units, the alliance has initially established three specialized committees: R&D and Innovation, Technology Trading and Intellectual Property, and Incubation and Acceleration. Among them, the R&D and Innovation Committee focuses on the “first mile” of frontier technology, providing source technology supply and joint breakthrough support for high-tech and cutting-edge enterprises. The Technology Trading and Intellectual Property Committee builds a protective "moat" around enterprises' technology commercialization efforts, opening up channels for the market-oriented transformation of laboratory technologies. The Incubation and Acceleration Committee provides enterprises with full-process guidance from proof of concept to early-stage acceleration.
“The core mission of the alliance is to serve as a hub, allowing services to reach enterprises directly through a three-tier network,” introduced a responsible official from the alliance’s chairman unit. The alliance will connect with various industry associations and industrial organizations to build a three-tier radiating network of “Science and Technology Services Industry Alliance—Industry Associations—Enterprises.” “Policy briefings, event organization and demand collection can all flow ‘top-down and bottom-up’ along this network, achieving exponential coverage and truly bridging the ‘last mile’ of service delivery.”
Building the “HaiHub” Brand: Four Systems Construct Full-Element Services
The reporter learned that the alliance will create a new sci-tech innovation service brand “HaiHub”, and simultaneously build four systems: ecosystem, product matrix, brand activities and cultivation programs, enabling science and technology services to evolve from scattered matchmaking toward standardization and productization.
It is understood that “HaiHub” carries the meaning of “gathering massive innovation elements and distilling the essence of professional services,” aiming to provide precise empowerment across the full lifecycle and with full elements for sci-tech innovation entities. The “HaiHub • Ecosystem” has initially incorporated all 80 member units, constructing service resource pools by sector, enabling sci-tech enterprises to find professional services with a clear roadmap. The “HaiHub • Product Matrix” is led by leading institutions in each field, integrating high-frequency service items, formulating standardized and branded service products, and launching a “Science and Technology Services Enterprise Benefit Package” including policy guidance, free diagnostics and service discounts, substantially lowering the threshold for innovation entities to access services. The “HaiHub • Cultivation Program” empowers through full elements, supporting frontier sci-tech enterprises to achieve “from zero to one” original innovation and “from one to one hundred” rapid growth, cultivating a group of sci-tech leading enterprises while also supporting a batch of representative new-type science and technology services enterprises, achieving bidirectional empowerment.
“We have categorized the 80 member units into ten service categories including R&D, finance and taxation, human resources, finance, media and incubation, so enterprises can find the services they need with a clear roadmap,” said an official from the alliance’s presiding unit.
Furthermore, the planning for the “HaiHub • Brand Activities” currently in preparation is particularly noteworthy. It is reported that the alliance will roll out six themed series of activities on a year‑round basis to cater to the needs of enterprises at different development stages.
“HaiHub • Think Tank” focuses on industrial trend analysis and policy benefit matchmaking; “HaiHub • Acceleration Camp” promotes integration of large, medium and small enterprises and acceleration of hard tech incubation; “HaiHub • IP Bureau” provides patent navigation and intellectual property early warning; “HaiHub • Compliance Shield” carries out AI compliance health checks and legal support for overseas expansion; “HaiHub • Talent Field” specializes in high-end talent recruitment and AI precise matching; “HaiHub • Finance Harbor” builds a full-cycle financial service platform for sci-tech enterprises.
The responsible official also revealed: “These activities will directly address the common pain points of high-tech and cutting-edge enterprises in technology sourcing, compliance risk control, talent and funding, and we strive to solve real problems at every session, ensuring participants gain something every time.”
Focusing on Three Core Missions to Make Enterprises “Feel the Impact”
The reporter also learned that at its inception, the alliance will focus on three core missions: “building mechanisms, aggregating resources and establishing brand.” The alliance will proceed to complete in-depth matchmaking with the first batch of members, establish a regular liaison mechanism between the alliance secretariat and various industry associations, identify the demands of the first batch of key enterprises, and truly activate the three-tier radiating network.
On this basis, the “Science and Technology Services Enterprise Benefit Package” jointly developed by the alliance by integrating the first batch of service resources with member units will target high-frequency scenarios including business registration and taxation, intellectual property, human capital, incubation and cultivation, and financing matchmaking, packaging and delivering specific service items to ensure that sci-tech enterprises can “see it, use it and benefit from it.” Simultaneously, the annual alliance conference will be organized, at which the first batch of resource lists and featured services will be released, phased service achievements will be showcased, and the alliance’s industry recognition as the “central hub” of Haidian’s Science and Technology Services will be rapidly established.
“The alliance will go beyond resource matchmaking to become a driver of industry self-discipline and standardization construction,” said a responsible official from the alliance’s chairman unit. The alliance will establish charter, financial and regulatory systems for standardized operation, and timely introduce a number of Science and Technology Services standards to safeguard service quality through institutional mechanisms. “By year-end, we must complete the demand survey of the first batch of key enterprises and deliver the ‘Science and Technology Services Enterprise Benefit Package’ into the hands of innovation entities in tangible form, not leaving it on paper.”
