The 2026 CIFTIS investment attraction and exhibition recruitment work has entered its final stage. On August 11, Wu Dongxing, investment attraction responsible person at Beijing Zhongguancun Comprehensive Bonded Zone Operation Service Co., Ltd., stated that the Zhongguancun Comprehensive Bonded Zone will promote at this year's CIFTIS the top-tier scientific research pilot platforms it is currently building for industrial tracks including AI+Life Science and optoelectronic quantum semiconductors. These platforms effectively reduce enterprise R&D prototyping costs and drive industrial cluster development. In addition, this year's CIFTIS will also showcase Zhongguancun's relatively complete industrial service system and distinctive going-global services. 

“This year, the comprehensive bonded zone will host two United Nations procurement order releases, providing global business scenarios for domestic hard-tech enterprises, ” said Wu Dongxing. The 2026 CIFTIS will mark the second time that the Zhongguancun Comprehensive Bonded Zone participates as an official exhibitor. Last year's exhibition yielded substantial results, with on-site contract signings achieved and many quality enterprises visiting the booth to learn more. It is understood that the Zhongguancun Comprehensive Bonded Zone, formally approved and established by the State Council, is the nation's first comprehensive bonded zone featuring “R&D and innovation. ” Located in Wenquan Town in northern Haidian District, it covers a planned area of 40 hectares with a total building scale of approximately 940,000 square meters. Construction officially commenced in July 2023, and the zone is now officially operational. “At the Zhongguancun Comprehensive Bonded Zone, we integrate fiscal and tax incentives, customs facilitation, professional facilities, public platforms, and sci-tech going-global services to truly empower technology enterprises through their full lifecycle of high-quality growth, from startup R&D, pilot-scale amplification to international development, ” said Wu Dongxing. The pilot testing required before mass production of new products often necessitates services from professional external institutions. Addressing this need of sci-tech innovation enterprises, the Zhongguancun Comprehensive Bonded Zone has built an industrial service system including generic technology platforms and an industrial service hall. “We have specifically established two generic technology platforms: an integrated circuit simulation and testing platform, and a medical device CDMO platform. Going forward, we will also launch an AI+Life Science and Medicine Pilot Base, and a top-tier optoelectronic quantum semiconductor research platform, providing public technology support for upstream and downstream enterprises, ” said Wu Dongxing. This year's CIFTIS emphasizes the going-global theme. According to a media briefing held on August 10, over 740 enterprises and institutions have expressed intent to exhibit offline across the 9 thematic sectors of CIFTIS, including more than 300 Fortune Global 500 and industry-leading enterprises. Each thematic sector has set up dedicated exhibition areas or related display content around the going-global theme, systematically presenting going-global service policies, practical achievements, success stories and solutions. Wu Dongxing stated that during this year's CIFTIS, the Zhongguancun Comprehensive Bonded Zone will focus on promoting its “1+5+N” going-global system. He explained that the full-chain, one-stop sci-tech innovation service system is a distinctive feature of the Zhongguancun Comprehensive Bonded Zone. The one-stop service hall integrates comprehensive professional consulting in government affairs, taxation, foreign exchange, legal services, and intellectual property, providing featured services such as one-stop going-global and one-stop bonded zone services. Building on the service hall, the zone has established an exclusive “1+5+N” sci-tech innovation going-global service system. “1” refers to a one-stop service platform, focusing on helping enterprises handle two core businesses: “one-stop bonded zone matters” and “one-stop going-global matters. ” “5” refers to five support pillars—policy, facilitation, orders, services, and talent—providing all-round backing for enterprise development needs. “N” refers to linking with multiple overseas innovation stations and service organizations globally, helping enterprises connect with global innovation resources and market channels. Wu Dongxing introduced that the Zhongguancun Comprehensive Bonded Zone is the nation's first comprehensive bonded zone featuring “R&D and innovation. ” Relying on three core advantages—policy, services, and location-based facilities—it builds a low-cost, high-efficiency, high-opportunity innovation open platform for R&D and innovation enterprises including humanoid robot enterprises. In terms of policy dividends, with support from Beijing Municipality and Haidian District, enterprises entering the Zhongguancun Comprehensive Bonded Zone can enjoy policies such as duty-free R&D equipment, bonded R&D materials, and export tax rebate treatment for goods entering the zone, with an average reduction of 7% in customs duties and 13% in value-added tax. Haidian District's supporting policy provides annual funding of RMB 5 million for bonded R&D enterprises and RMB 1 million for enterprises obtaining international certifications. Customs services are available on-site within the zone, with customs clearance efficiency improved by over 50% compared to outside the zone. This provides strong policy support for hard-tech enterprises in R&D innovation and embracing the global market. In terms of soft services, the “Belt and Road” Express Sci-Tech Going-Global Reception Room has been established in the Zhongguancun Comprehensive Bonded Zone one-stop service hall. The “1+5+N” sci-tech innovation going-global service system provides one-on-one solutions for various issues including intellectual property, cross-border filing, import and export business, and international business opportunities, providing targeted and comprehensive service support for hard-tech enterprises going global. In terms of industrial facilities and platform construction, the Zhongguancun Comprehensive Bonded Zone's industrial space is adapted to experimental, R&D, and pilot-scale needs. Phase I's main innovation and R&D building is already in use. Phase II will be completed by year-end, featuring professional pilot buildings with 7.2-meter floor heights and 1.2-ton load-bearing capacity. Phase III supports customized construction to match the landing needs of large enterprises. In addition, the zone has built generic technology platforms including semiconductor simulation and testing, and medical device CRDMO, and is currently constructing industrial chain service platforms such as an AI+Life Science and Medicine pilot base and an optoelectronic quantum chip pilot platform, making due contributions to helping technology enterprises land in the comprehensive bonded zone, take root in the capital, and go global. “Going forward, the Zhongguancun Comprehensive Bonded Zone will continue to use CIFTIS as an important open window and achievement landing platform, precisely linking global innovation elements with the development needs of capital sci-tech innovation enterprises, cultivating and strengthening new quality productive forces in the sci-tech innovation field, and fully serving the construction of Beijing as an international sci-tech innovation center, ” said Wu Dongxing.
