The Catalogue of Recognized Overseas Professional Qualifications in Beijing Municipality (Edition 2.0), hereinafter referred to as the Catalogue (Edition 2.0), has been formulated after careful study, with the aim to support and encourage professional talent with the overseas professional qualifications recognized in the Catalogue (Edition 2.0) to make innovation and start businesses in Beijing.

Ⅰ. Providing services to facilitate the settlement of international professional talent in Beijing

The personnel holding the overseas professional qualifications recognized in the Catalogue (Edition 2.0) and signing labor contracts with employers in Beijing are eligible to enjoy the following facilitation services:

1. The personnel with the Chinese nationality can be included into the eligible group for the application of Beijing's work-type residence permits.

2. The personnel with foreign nationalities can apply for multiple-entry visas or residence permits with a valid period of no more than five years. Those who meet relevant conditions can be included into the eligible group for enjoying a green channel in their application of permanent residence, and can apply for port visas in port visa departments of public security organs after the port visa policy is resumed for implementation.

3. The personnel with foreign nationalities can apply for work permits without being restricted by education backgrounds, academic degrees or working experiences. The age limit can be extended to 65 years old (or even to 70 years old for high-end, precision and sophisticated industries). Those who meet the conditions for the recognition of high-end foreign talent (Category A) can apply for work permits valid for no more than five years.

4. The overseas working experience of professional personnel can be deemed as their working experience in China.

5. The industrial departments, enterprises and public institutions in Beijing are encouraged to provide professional personnel with support and guarantee in aspects such as the innovation and entrepreneurship, talent training, children's education, social security, as well as talent evaluation and rewarding.

Ⅱ. Attracting urgently-needed professional talent to work in Beijing

Formulate the List of Urgently-needed Overseas Professional Qualifications (hereinafter referred to as the List). The personnel holding the professional qualifications recognized in the List and signing labor contracts with employers in Beijing are eligible to enjoy the following facilitation services:

1. The qualifications of eligible personnel can be counted as the vice-senior professional title in corresponding fields and can be deemed as a condition for the application of the senior professional title recognized by Beijing; based on the job demand, employers in Beijing may appoint the personnel who stand out among those meeting the corresponding conditions to a professional position at a corresponding level in accordance with the job requirements and appointment procedures of the position.

2. The personnel with the Chinese nationality who have made great contributions at their posts can apply for a candidate status of the talent introduction program with the recommendation of their employers in Beijing.

3. The personnel with foreign nationalities may apply for the confirmation letter for high-level foreign talent, enjoy convenient exit and entry, and be deemed as high-level talent when applying for visas and permanent residence.

4. Those who meet relevant conditions can be included into the eligible group for enjoying services provided by Beijing for high-end talent and their professional qualifications will be deemed as important references during the candidate selection of relevant talent projects.

5. The eligible personnel will be supported when they apply for science and technology planning projects of Beijing.

Ⅲ. Liberalizing the personnel's practice in some professional fields

The personnel holding the overseas qualifications for teachers and medical practitioners listed in the Catalogue (Edition 2.0)can practice in Beijing in accordance with the implementation measures of relevant industrial departments.

Ⅳ. Establishing a service channel for the inquiry and verification of certificates

The Beijing service platform for inquiry and verification of overseas professional qualification certificates should be established to provide inquiry and verification services for the authentication of the overseas professional qualification certificates listed in the Catalogue (Edition 2.0); with the inquiry and verification result, the overseas personnel can submit less (or even no) relevant notarization and certification documents when applying for work-type residence permits, candidate status of the talent introduction program, work permits, the recordation of foreign medical practitioners, and other services in the administrative area of Beijing.

Ⅴ. Refining the mechanism for the dynamic adjustment of the Catalogue

Efforts will be made to enhance the credit management system of the Catalogue (Edition 2.0). A mechanism for the communication with the agencies that issue the overseas professional qualification certificates listed in the Catalogue (Edition 2.0) and relevant certification institutions will be established to track the issuance of the certificates as well as the professional level and job competency of certificate holders among others. Overseas professional qualifications that do not meet relevant requirements will be promptly eliminated based on the real situation. Meanwhile, the Catalogue (Edition 2.0) will be dynamically adjusted in a timely manner based on the actual needs for the socio-economic development of Beijing.
