The Catalogue of Professional Qualification Examinations Open to Foreign Nationals in the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (Edition 2.0) (hereinafter referred to as the Catalogue) has been formulated by the Beijing Municipal Human Resources and Social Security Bureau together with relevant competent departments after careful study, in an effort to concretely promote the building of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones"), advance in-depth reform in opening up professional services, support and encourage overseas professionals to start businesses or get jobs in Beijing, and provide accessible professional qualification examination services.
The Catalogue shall come into force as of the date of issuance and the Catalogue of Professional Qualification Examinations Open to Foreign Nationals in the Integrated National Demonstration Zone for Opening up the Service Sector and the China (Beijing) Pilot Free Trade Zone (Edition 1.0) shall be repealed simultaneously.

I. Scope of the Catalogue
It applies to overseas professionals working at state-owned enterprises and public institutions, non-public economic entities and social organizations in Beijing.
II. Main contents and innovations of the Catalogue
1. The Catalogue contains a large number of examinations that cover a wide range of fields. A total of 40 professional qualification examinations, which are all professional and technical, are included in the Catalogue, covering key fields of the building of the "Two Zones", such as finance, architecture, planning, transportation, intellectual property rights, and information technology.
2. Various authorities are involved. A total of 45 professional qualifications involve more than 20 competent authorities in such sectors as human resources and social security, fiscal ones, transportation, planning, and finance. In terms of examination organization, 25 examinations are organized by the Beijing Municipal Human Resources and Social Security Bureau; and the remaining by the China Association of Auctioneers, China Certified Tax Agents Association and other national industry bodies, as well as Beijing's competent fiscal authorities and those in intellectual property rights, transportation, etc.
3. Dynamic adjustment is implemented. The Catalogue, an updated version of the Edition 1.0, will be dynamically adjusted in a timely manner as the building of the "Two Zones" advances, striving to include more examinations for practical use.
