For many technology companies, "going global" indicates there are full of opportunities as well as challenges in practice, including unclear policies, compliance issues, difficulty securing funding, and struggles to break into new markets… Every step could cause companies to struggle to adapt. On March 25, at the "Invest in Beijing Conference" during the 2026 Zhongguancun Forum, a "Sci-Tech Innovation Going Global Parlor of the Beijing 'Belt and Road' Comprehensive Service Platform, which is specifically designed for tech innovation enterprises, was officially unveiled. This indicates that tech innovation enterprises looking to set sail can come to the Zhongguancun Comprehensive Bonded Zone, the physical hub of the parlor, which integrates and consolidates Haidian District's overseas expansion service resources to provide enterprises with comprehensive support for their global ventures.
Why do enterprises need this "parlor" for going global?
The parlor was created precisely to address the pain points enterprises face when expanding overseas. It acts as an experienced "guide." From the moment a company decides to go global, it provides full-process support, helping to remove every "stumbling block" along the way.
The newly unveiled "Sci-Tech Innovation Going Global Parlor" is the fourth offline parlor established by Beijing "Belt and Road" Comprehensive Service Platform. The platform officially launched on July 11, 2025, and has served as the core comprehensive service platform for Beijing to support enterprises in high-quality participation in the "Belt and Road" initiative. The platform closely aligns with the core functions of the "Five Connectivities and One Prevention" framework, which indicates policy coordination, unimpeded trade, financial integration, information connectivity, talent exchange, and risk prevention, aiming to build an integrated online-offline service system. It also provides enterprises with full-lifecycle, one-stop services for "finding policies, services, information, funding, and partners", offering comprehensive support to ensure their steady expansion into international markets.
The "Sci-Tech Innovation Going Global Parlor" one-stop service hall is located in the Beijing Zhongguancun Comprehensive Bonded Zone and adopts a hybrid online-offline service model. Online, it features an "Intelligent Customs + Taxation" system to intelligently match policy needs. Offline, it houses government service counters, business negotiation areas, and achievement exhibition zones to provide enterprises with one-stop overseas expansion services. The facility is expected to be fully operational this year.
The parlor deeply integrates Haidian District's top-tier science and technology innovation resources with overseas expansion service elements. By focusing on the pain points and needs of science and technology innovation enterprises throughout their entire overseas expansion lifecycle, it creates a comprehensive service hub that integrates policy empowerment, compliance assurance, business opportunity matching, and global connectivity. It is fully committed to helping Beijing's science and technology innovation enterprises deeply integrate into the "Belt and Road" innovation network, achieving efficient coordination and complementary advantages between municipal and district-level resources. And it bridges the "last mile" of science and technology innovation overseas expansion services.
"1+5+N" Service System Provides Full-Cycle Support for Enterprises Going Global
With the Zhongguancun Comprehensive Bonded Zone as its physical foundation, the Sci-Tech Innovation Going Global Parlor integrates Haidian District's global expansion service resources to build a "1+5+N" service system, creating a two-way hub for enterprises going global.

The parlor will also continuously expand coverage to countries along the "Belt and Road" initiative, and effectively address key challenges such as enterprise overseas establishment, resource matching, and market expansion.
Leveraging a Bridge Role to Promote "Going Global" and "Bringing In"
As a special customs supervision zone, the Zhongguancun Comprehensive Bonded Zone combines the unique policy advantages of the "Four Districts Overlap." Combined with Haidian District's deep-rooted innovation heritage, this forms a solid foundation of "bonded zones + policies + innovation," providing robust policy support and resource guarantees for innovation enterprises to set sail overseas.
In the future, the Sci-Tech Innovation Going Global Parlor will fully leverage its role as a bridge and link: on the one hand, it will assist Beijing's science and technology innovation enterprises in high-quality "going global" and deeply exploring international markets. On the other hand, it will promote the "bringing in" of high-quality global innovation resources to take root and cluster in Haidian, injecting more momentum into Haidian's development as a world-leading science and technology park.
