The 2026 CIFTIS is currently being held at Shougang Park. The Zhongguancun Comprehensive Bonded Zone exhibition area, located in the Digital Services and Consumption Exhibition Area in Hall 12, has become a popular stop for many visitors and sci-tech enterprise representatives. As China’s first comprehensive bonded zone explicitly established in a central government document with “R&D and Innovation” as its characteristic, its participation in this exhibition not only showcases its breakthroughs in institutional innovation, but also, with the two highlights of “Global Business Opportunities” overseas order matchmaking and the “Sci-Tech Going-Global Reception Hall”, sends a strong signal to the world of Chinese sci-tech enterprises “going global”.
At the exhibition area, a visitor from a domestic medical device enterprise remarked: “The policies of Zhongguancun Comprehensive Bonded Zone are very practical, especially the tax incentives and customs clearance facilitation, which are very attractive to our R&D-oriented small and medium-sized enterprises.”
PART 01 Showcasing the Growth Trajectory of Zhongguancun Comprehensive Bonded Zone
In the exhibition area, a display board showing a “timeline” records the growth trajectory of Zhongguancun Comprehensive Bonded Zone.
From the explicit support of the Central Committee for Deepening Reform in 2021, to the approval of the State Council in 2023, and then to passing the joint acceptance of seven national ministries and commissions in 2024 and officially commencing operations.
After officially commencing operations, Zhongguancun Comprehensive Bonded Zone has continuously used technology empowerment to explore the iterative upgrading of regulatory models.
In September 2025, at “The Night of Haidian” event of CIFTIS, Zhongguancun Comprehensive Bonded Zone released the “New Paradigm of Electronic Fence”, taking a milestone step on the road of exploring and building smart comprehensive bonded zone solutions.
In 2026, the development of Zhongguancun Comprehensive Bonded Zone continues to accelerate:
In March, the Sci-Tech Going-Global Reception Hall of Beijing Belt and Road Comprehensive Service Platform was officially unveiled;
In May, the Zhongguancun Comprehensive Bonded Zone one-stop service hall was put into operation;
In July, the first Global Order Release Conference (Voyage Special Session) was successfully held, with multiple enterprises locking in intended business opportunities through matchmaking.
Today, this area of 0.4 square kilometers planned in Wenquan Town, Haidian District, has become the “bridgehead” of Zhongguancun’s new round of pioneering pilot reforms.
“Zhongguancun Comprehensive Bonded Zone is not just an expansion of physical space, but also a testing ground for institutional innovation. ” On-site, exhibition area staff told the reporter, “Through tax incentives and trade facilitation measures such as ‘duty-free, bonded, and tax refund’, we have truly achieved saving money, saving trouble, and saving time for enterprises. ”
According to estimates, enterprises in the zone can enjoy an average reduction of 7% in tariffs and 13% in import value-added tax on imported R&D equipment, with customs clearance efficiency improved by more than 50% compared with outside the zone. Taking an enterprise in the zone as an example, a customized liquid chromatograph worth 30 million yuan directly exempted nearly 5 million yuan in import taxes and fees by utilizing the comprehensive bonded zone’s duty-free policy, greatly alleviating the funding pressure in the early stage of R&D.

In terms of hardware support, Zhongguancun Comprehensive Bonded Zone is prioritizing the construction of three high-energy-level platforms: the National Artificial Intelligence (Life Sciences/Medicine) Application Pilot-Scale Facility, the Multi-Material System Photonic Quantum Chip Pilot-Scale Platform, and the Beijing High-Performance Chip Service Platform. Meanwhile, the special goods inspection platform and the ultra-clean inspection platform, equipped with Class 1,000 cleanrooms and ultra-low temperature storage facilities, provide key support for the R&D of biomedical and integrated circuit enterprises.
Many enterprise representatives in the pharmaceutical and health and integrated circuit fields at the exhibition area showed strong interest in these professional facilities, and successively made detailed inquiries about settlement conditions and platform usage details.
PART 02 Conducting “Global Business Opportunities” Overseas Order Promotion
In the “soft services” field, the most attention-grabbing at the CIFTIS venue is undoubtedly the “Sci-Tech Going-Global Reception Hall” and ”Global Business Opportunities” order release.
In March this year, the Sci-Tech Going-Global Reception Hall of Beijing Belt and Road Comprehensive Service Platform was officially unveiled at Zhongguancun Comprehensive Bonded Zone and subsequently launched physical operations, becoming the fourth offline reception hall established by Beijing Belt and Road Comprehensive Service Platform and the first official physical service platform for sci-tech going-global. A dedicated business opportunity matchmaking and negotiation area was set up at the exhibition area, continuously conducting “Global Business Opportunities” overseas order promotion activities, aiming to open up the “last mile” for sci-tech enterprises to connect with international markets.

“1” refers to a one-stop service platform, opening up online and offline service channels, planning to integrate the Haidian District government service intelligent agent with the Zhongguancun Comprehensive Bonded Zone “intelligent customs+taxation” intelligent agent, achieving intelligent policy matching and rapid customs clearance consultation, while stationing experts from customs, finance, and other industries on-site to provide face-to-face professional consulting services for enterprises;

At the exhibition area, the showcases of settled enterprises such as EUROIMMUN Medical, Honyin Biotechnology, and StroCareX intuitively presented the park’s “R&D and Innovation” industrial agglomeration ecosystem. Taking EUROIMMUN Medical as an example, this enterprise firmly holding the leading position in the autoimmune diagnostics industry officially settled in Zhongguancun Comprehensive Bonded Zone in September this year, and focused on promoting new IVD products at this exhibition; the one-stop emergency stroke unit treatment model brought by StroCareX attracted the attention of many medical institutions.
