On February 28, the Eastern Haidian Sub-forum of the 2026 Haidian District High-Quality Economic and Social Development Conference was held at Beijing University of Posts and Telecommunications. Themed "Smart Integration for the Future — Building a World-Class Innovation Center and Talent Hub for a Leading Science and Technology Park", the forum brought together more than 300 representatives to explore pathways for sci-tech innovation and industrial integration, and to chart a blueprint for high-quality development in eastern Haidian. Yue Li, Deputy Party Secretary of Haidian District, Deng Zhongliang, Member of the Chinese Academy of Engineering and Professor of Beijing University of Posts and Telecommunications (BUPT), Huang Shanguo, Vice President of BUPT, and Zeng Tao, Vice Chairman of the Standing Committee of the People's Congress of Haidian District, attended the event.

In his speech, Yue Li emphasized that integration is the foundation of high-quality development, and the integration of the three zones is the only way for Haidian to transform from a "major sci-tech district" to a "strong sci-tech district". He pointed out that the eastern sub-district should take Haidian District's collaborative mechanism for promoting the transformation of scientific and technological achievements as a starting point, drive all parties to make joint efforts, and jointly build a new highland for high-quality development.
Huang Shanguo stated in his speech that BUPT will continue to leverage its advantages in information science and technology, deepen university-local collaboration to promote the implementation and transformation of scientific research achievements, and deeply integrate into Haidian District's collaborative mechanism for the transformation of scientific and technological achievements, so as to contribute BUPT's strength to the high-quality development of the region.
Wang Shuangquan, Secretary of the Party Working Committee of Beitaipingzhuang Sub-district, introduced the sub-district's practice of the "integration of the three zones". He said that the sub-district will focus on a high-quality development system featuring effective investment, enterprise development, talent empowerment and urban advancement, and build a vivid model of the "integration of the three zones" in Haidian.
In his TED-style speech, Deng Zhongliang focused on the field of air-space-ground integrated communication and navigation integration, explaining the cutting-edge technology and application prospects, offering insights into frontier technologies and their applications in digital economy and smart city infrastructure.
Zhang Man, Deputy Director of BUPT's Office of Domestic Cooperation and Technology Transfer, shared the practical experience and future planning of the integration combined with her own responsibilities.
Zhang Zhongbao, another Deputy Director of BUPT's Office of Domestic Cooperation and Technology Transfer, released BUPT's annual achievement transformation path and major achievements, providing a model for university-local collaboration.
Liu Peng, Vice President of MiniMax, discussed the company's journey in AI innovation and real-world applications. Xing Ruolin, Founder of ReedPilot and an alumnus of BUPT, recounted his path from academic research in aerospace to entrepreneurship in space-based computing.
Shen Zhaoyu, Director of the Beitaipingzhuang Sub-district Office, officially launched the University Innovation Service Partnership Program, aimed at providing systematic support for technology transfer and innovation-driven entrepreneurship.
Representatives from multiple stakeholders jointly pledged to strengthen coordination and jointly advance innovation-driven development.
The forum not only demonstrated BUPT's capacity to serve regional development, but also showcased the achievement of university-local collaboration and technology transfer.
