On the afternoon of March 2, 2026, Zhang Ge, Party Secretary of the CPC Haidian District Committee, met with a delegation of mayors and councilors from Spain's People's Party (also known as the Partido Popular), who were visiting China at the invitation of the International Department of the Central Committee of the Communist Party of China. The two sides held in-depth and friendly exchanges on promoting cooperation in various fields. Zhang Guangping, Deputy Director of Bureau VIII of the International Department of the CPC Central Committee, and Yue Li, Deputy Party Secretary of the CPC Haidian District Committee, attended the meeting.

Zhang Ge, on behalf of the Haidian District Committee and the District Government, welcomed the delegation and introduced the economic and social development of Haidian District. He noted that as a key hub for Beijing's "four centers" capital functions, Haidian is home to a concentration of prestigious universities and research institutions, boasts a solid foundation for the development of competitive industries, sees a growing cluster of technology enterprises, and witnesses a continuous emergence of scientific and technological innovations. The district is also advancing the construction of a youth-oriented city, helping young people fully realize their potential on the fertile ground of innovation and entrepreneurship in Haidian. Haidian is actively building a "1+X+1" modern industrial system, striving to establish a world-class artificial intelligence hub, cultivating and strengthening clusters of strategic emerging industries, promoting the development of an internationally leading future industry pilot zone, and enhancing the capabilities of the modern service sector to continuously shape new drivers of regional growth. With a profound historical legacy, Haidian is a place where revolutionary culture, ancient capital culture, and Zhongguancun's culture of innovation intertwine. The district is committed to advancing the integration of culture and technology, and fostering cultural vitality through innovation. Exchange and cooperation serve as an important foundation for mutual benefit. Spain, with its long history and rich culture, has also accumulated valuable experience in local governance and economic development, experience from which we can learn. Haidian District will further enhance its openness to the world, take this meeting as an opportunity to actively promote the establishment of friendly relations with localities in Spain, and carry out in-depth and multi-faceted cooperation. The district will encourage more local enterprises to "go global", welcome young Spanish talents to engage in exchanges and studies in Haidian, and contribute to the friendship between China and Spain as well as to their joint development.

Miguel Balbás, head of the delegation, stated that the visit had provided him and his delegation with a deeper understanding of Haidian District's development foundation and policy advantages. He noted that Haidian boasts strong momentum in scientific and technological innovation, distinctive cultural features, and a harmonious and livable urban environment, adding that the district's new achievements in economic and social development are deeply impressive. Both sides place great emphasis on innovation-driven development in areas such as technology, culture, and talent, establishing a solid foundation for exchanges. He expressed willingness to further strengthen engagement with Haidian District, promote practical cooperation and mutual learning in areas including technological innovation, artificial intelligence, green and low-carbon development, and industrial park construction, enable young people to fully experience the unique charm of traditional Chinese culture, and continue to enhance mutual understanding and friendship, to achieve common development.

Ma Guangyao, Member of the Standing Committee of the CPC Haidian District Committee and Executive Deputy District Mayor of Haidian District, attended the meeting.

After the meeting, the delegation held a discussion with Haidian enterprises. The discussion was hosted by Chen Peng, Director of the Foreign Affairs Office of Haidian District People's Government. Four enterprises, Golden Feather Energy, Wumart Group, CSF Market, and Cuihu Agriculture, briefed the delegation on their respective development. The two sides shared their respective resources and advantages in areas such as the commercialization of scientific and technological achievements, industrial ecosystem planning, and economic and trade exchanges, building a bridge for subsequent practical cooperation.

Zhang Guangping, Deputy Director of Bureau VIII of the International Department of the CPC Central Committee, stated that Bureau VIII is willing to leverage the unique advantages of party-to-party diplomacy to foster ties between Haidian enterprises and Spain counterparts in the fields of economy, trade, technology, and sustainable development; promote practical cooperation between the two sides in various areas; and better serve the high-quality development of the Party's external work and the high-level opening up of local regions.

Relevant officials from the District Commerce Bureau, the Administrative Committee of Zhongguancun Science City, and other departments attended the meeting.

Prior to the meeting, the Foreign Affairs Office of the District Government organized a visit for the delegation to the AI Genesis Community. Liu Chuanyang, Deputy Town Mayor of Dongsheng Town, briefed the delegation on Dongsheng Town and the Genesis Community. The delegation toured the first-floor exhibition hall and the Genesis Academy. At the exhibition hall, they gained a detailed understanding of the clustered development of Haidian's artificial intelligence industry and the outcomes of its key projects. At the Genesis Academy, they obtained an in-depth understanding of this innovative service platform, which integrates learning, exchange, and collaboration, and paid close attention to the vibrant atmosphere and innovation ecosystem driving Haidian's AI industry development.

Subsequently, the delegation visited ROBOTERA, a pioneer in the field of embodied intelligence and robotics. They received a detailed briefing on the company's latest breakthroughs in core components of humanoid robots, motion control algorithms, and overall design, and watched a live dynamic demonstration of the robots. During the visit, the delegation showed strong interest in the company's technological roadmap and commercialization prospects, and engaged in preliminary discussions on potential directions for future cooperation.
