Eligibility Criteria:
1. The enterprise concerned must have substantive overseas business dealings with entities in other APEC economies.
2. The tax credit rating of the enterprise concerned for the previous year must be M-level or above. For applicants from partnership enterprises or sole proprietorship enterprises, individual income tax payment certificates must be provided.
3. The enterprise must have at least 10 employees.
4. The applicant must have paid social insurance continuously in the enterprise for at least 6 months or provide proof of capital contribution by the enterprise owner.
Benefits:
Upon approval, the applicant will receive an APEC Business Travel Card, allowing visa-free trips to approved APEC economies within the card's validity period.

Upon approval, the applying enterprise will receive a short-term business invitation letter, which can be used by the invitee to apply for a visa to enter China.

Service Details: A market-oriented professional service team has been established to assign a dedicated entrepreneurship consultant to each young entrepreneur in the sci-tech industries, providing one-on-one, full-process services. For talents in the early stages of entrepreneurship, services include consultation, coordinating with professional institutions, application processing, etc. For talents in the growth stage, services include investment and financing support, application scenarios, international cooperation, etc., accompanying young sci-tech entrepreneurs throughout their business operations in Haidian.

Support for Commercialization of Achievements
Target Recipients: Young sci-tech talents
Service Details: Building a national regional technology transfer and commercialization center for artificial intelligence related achievements in universities, developing a series of "one-stop" and "full-chain" public platforms for commercialization. These platforms shall provide young sci-tech talents with support for achievement commercialization, international project cooperation, and application scenario implementation, to comprehensively enhance the efficiency of sci-tech achievement commercialization. Internship Support
Target Recipients: Chinese and foreign university students
Service Details: Establishing 300 "Haidian District University Student Internship and Practice Bases" annually, with no fewer than 5,000 internship positions. These efforts provide Chinese and foreign university students with, based on their needs, internship opportunities at leading enterprises and key research institutions in sci-tech innovation fields. Talent Introduction
Target Recipients: Young sci-tech talents in Haidian District
Service Details: Offering household registration or talent introduction services for eligible fresh graduates, overseas returnees, and non-local talents in accordance with relevant policies. Those who meet the requirements for the Work-Type Residence Permits can apply after three months of employment.

International Talent Training Program
The International Talent Training Program is a high-end talent development initiative established by Haidian District to promote the internationalization of technology enterprises. It is organized by the Administrative Commission of Zhongguancun Science City in collaboration with top-tier universities and institutions.
Target Participants: Founders or actual controllers of enterprises (other individuals may participate under special circumstances) (each session enrolls approximately 60 participants)
Training Schedule: One session is held annually, with enrollment usually starting in the second half of the year. Recruitment notices are published on the official WeChat account of Zhongguancun Science City.
Training Details: The curriculum covers six modules: "Chinese and Foreign Macroeconomic Trends", "International Business Strategies", "International Brand Building", "International Investment and Mergers & Acquisitions", "International Barriers", and "International Cultural Characteristics". The program plans to invite renowned experts from academic and practical fields to deliver lectures. It also organizes corporate visits, study tours, and international resource coordinating activities, facilitating comprehensive access to overseas industrial resources such as embassies in China, enterprises, industrial parks, research institutes, and investment and financing institutions. This assists enterprises in exploring new business growth opportunities and enhances their international competitiveness.

Application for Enterprise Talent Public Rental Housing
Target Recipients: Technology enterprises in Haidian District
Eligibility Criteria: Enterprises are categorized and prioritized into five tiers, namely "key financial source enterprises" (with a district-level contribution exceeding 2 million yuan), "industry chain enterprises" (including projects funded by Zhongguancun Science City Fund), "central enterprises' headquarters", "multinationals' regional headquarters", and "other industrial enterprises". Two indicators are set: the maximum number of rental properties and the annual allocation quota.
Service Details: Through recommendations from relevant authorities, assistance is provided to help enterprises secure public rental housing resources.
Service Availability: Services are provided promptly based on enterprise needs and the specific availability of housing resources from the Haidian District Housing Management Bureau.
