Measure's Content
Haidian District will issue the Hidea Talent Card, offering a more welcoming and supportive experience for young professionals. The card targets recent graduates employed by key enterprises in fields such as artificial intelligence, and provides a range of preferential benefits, including transportation privileges, free or discounted access to tourist attractions, leisure and entertainment benefits, library access and reading services.

Requirements
(1). Applicants must be full-time graduates of 2025 with a bachelor's degree or above, and have obtain or will obtain their academic and degree certificates.
(2). Applicant must be a key enterprise in fields such as artificial intelligence in Haidian District.

Application Procedure
(1). Application Submission
Applicants should check the application announcement for the Hidea Talent Card through the official WeChat account of "Zhihui Haidian" (智汇海淀) (available after the official announcement is released) and submit their intent according to the application criteria, path, and deadline specified in the announcement.
(2). Qualification Review
After the application deadline, the submitted materials will be centrally reviewed. Applicants with incomplete or non-compliant materials must be corrected within a specified period.
(3). Issuance of Talent Card
After review and approval by a committee meeting, the district talent departments will issue the Hidea Talent Card to the employers, who will then distribute them to the eligible talents.

Application Materials
(1). Proof of Identity. Valid identification documents.
(2). Proof of Academic and Degree Qualifications.
For graduates from domestic higher education institutions:
Academic and degree certificate
Online Verification Report of Higher Education Qualification Certificate
Online Verification Report of Higher Education Degree Certificate
For overseas-educated personnel:
Academic and degree certificates
Overseas Academic Credential Evaluation issued by the Chinese Service Center for Scholarly Exchange (CSCSE).
(3). Proof of Employment. Documentation proving participation in social insurance in Haidian District.
For recent graduates of 2025 who have not yet paid social insurance, an employment contract can be provided first (the employer's registered and tax-paying location must be in Haidian District), and the proof of social insurance payment must be provided later.
