Measure's Content
More solid support will be provided to projects, with a focus on award-winning projects from international innovation and entrepreneurship competitions. Young sci-tech talents, as well as core members (founders) of project teams who settle in Haidian Distirct, may, upon recognition, be included in the district-level talent program — the "Haiying Talents" program. Eligible individuals may enjoy development reward funds ranging from 500,000 yuan to 1,000,000 yuan, as well as supporting services such as those of housing, education, and medical care.

Young Talents
(1). Requirements
Specific requirements are subject to the application guide for the "Haiying Talents" Program of the corresponding year.

Please note that the application period for the 9th "Haiying Talents" program (2024) has ended. Subsequent applications shall follow the official announcement issued for each year.
(2). Application Procedure
Application Submission
Applicants shall submit required materials through the online application system (https://www.bjhd.gov.cn/qyfw/index) via their employers. The application guide is available through the application system or the WeChat account "Haidian Talent" (智汇海淀).
Review and Recognition
The review process is led by the district-level talent authority and may include centralized evaluation, on-site presentations, and joint reviews. Approval at relevant meetings is required for recognition.
Rewards
The district's talent authority will contact the employers to confirm the list of rewarded talents and distribute the reward funds and process applications for supporting services through the employers.

Top Talents
(1).Requirements
Eligible industrial projects should be the winning projects of top-tier competitions such as the HICOOL Global Entrepreneurship Competition and the ZGC InnoTech, or innovation and entrepreneurship projects recommended by industrial competent authorities for implementation in Haidian. Specific requirements are subject to the criteria for "Top Talents" of the "Haiying Talents" program for the corresponding year.

The application guide will be published through the WeChat account "Haidian Talent". Relevant industrial competent authorities in the districts will recommend candidates and fill in the related materials.
