Measure's Content
Build a more coordinated talent introduction system. Handle talent recruitment and hukou (household registration) procedures for fresh graduates, overseas returnees, and talents from other provinces and municipalities who meet relevant policy conditions. For those who meet the conditions for the Beijing Work and Residence Permit, applications can be processed after three months of employment.

Introduction of Fresh Graduates
(1). Requirements
The application criteria for the introduction of graduates shall be subject to the Measures for the Administration of the Introduction of Graduates in Beijing and the annual work requirements of the Beijing Municipal Human Resources and Social Security Bureau. See document at:

Subject to the Management Measures for the Introduction of Graduates in Beijing and the annual work requirements of the municipal departments of the Human Resources and Social Security.

Introduction of Overseas Returnees
(1).Application Criteria
The application criteria for the introduction of overseas returnees shall be subject to the Interim Measures of Beijing Municipality on Promoting Entrepreneurship and Employment of Overseas-educated Personnel in Beijing (Jing Zheng Fa [2009] No. 14) and the annual work requirements of the Beijing Municipal Talent Work Bureau.

(2).Application Procedure
Position Demand Submission
Employers should check the demand declaration notice in the "Notices and Announcements" section of the portal website of the Haidian District People's Government of Beijing Municipality and make a declaration.
Demand Pre-review
The Haidian District talent department and the Beijing Municipal Talent Work Bureau will conduct a two-level review of the demand.
Submission System
After the demand is approved, the employer logs into the system to formally submit materials. After the materials are approved, hukou registration procedures will be processed.

Introduction of Talents from Other Provinces and Municipalities
(1). Application Criteria
The application criteria for the introduction of talents from other provinces and municipalities shall be subject to the Management Measures for the Introduction of Talents in Beijing (Trial) (Jing Ren She Diao Fa [2018] No. 38) and the annual work requirements of the Beijing Municipal Talent Work Bureau.

Application for the Beijing Work and Residence Permit
(1). Application Criteria
The application criteria for the Beijing Work and Residence Permit shall be subject to the handling guide for the Beijing Work and Residence Permit in Haidian District issued that year. See the guide at the website of Beijing Talent Work:

(2).Application Procedure
Demand Declaration
Log in to the Beijing International Talent Network to process entirely online. The employer registers in the system and applies for the authority to process the Beijing Work and Residence Permit. Individuals link to their employer and upload the required supporting documents. The unit reviews personal information and submits it to the district human resources and social security department for review.
Material Review
After approval by the district human resources and social security department, individuals can download the Confirmation Form of Beijing Work and Residence Permit from the system.
