Measure's Content
The measure provides more diversified financial support. Specifically, open bidding will be launched for selecting the best candidates to tackle difficulties in technological breakthroughs, with financial support arranged for the relevant projects. The "Tech Talent Loans" will also be provided, with up to 50 million yuan in credit support in areas such as entrepreneurship and equity incentives. Additionally, the district plans to establish a 10-billion-yuan tech fund for high-quality projects of tech enterprises and young talents.

Tech Talent Loans
(1)Application Requirements
An eligible applicant should be a sci-tech professional, such as an academician of the Chinese Academy of Sciences or the Chinese Academy of Engineering, a key talent introduced from abroad by the state, or a talent recognized by the "Haiying Talent Plan"; or be among the top 10 shareholders, senior management personnel, or core key employees of Beijing-based specialized, high-end and innovation-driven SMEs that provide distinctive products or services, or technology enterprises listed on the Shanghai Stock Exchange, the Shenzhen Stock Exchange, or the Beijing Stock Exchange.
(2)Application Process
Consultation
Eligible young sci-tech talents and enterprises can visit Zhongguancun Sci-Tech Innovation Financial Service Center (Address: No. 6, Z-Innoway, Haidian District; office hours: 9:00–17:00 on working days) to consult the bank outlets in person. They can also consult the local sub-branches of the Industrial and Commercial Bank of China, the Bank of China, the China Construction Bank, the Agricultural Bank of China, the Shanghai Pudong Development Bank, the Beijing Bank, the Shanghai Bank, and Zhongguancun Bank nearby for relevant services.

Tech Fund for High-Quality Projects
(1) Application Requirements
The applicant shall be a young tech talent, team, or enterprise in Haidian District;
The applicant should possess a well-formed business plan or a product prototype;
The applicant must have demands for investment and financing matching.

Within 3 working days of submission, the staff will screen the project and provide a response.
You will be invited to participate in the "Investment in Haidian Demo Day" event.
