Application Eligibility: District-owned enterprises in Haidian District, institutions engaged in scientific research and technological development, and non-public economic entities within the administrative region of the district may apply to establish branch stations of the postdoctoral workstation park.

Applying institutions shall possess independent legal person status and sound operational and functional conditions.
Applying institutions shall have a certain scale of operations and a dedicated research and development institution.
Applying institutions shall maintain a high-level research team and undertake postdoctoral research projects featuring innovative theories and technologies. Each applicant shall have no fewer than three full-time researchers with senior professional titles who are qualified to serve as postdoctoral supervisors.
Applying institutions shall provide postdoctoral researchers with favorable research conditions and essential living amenities. Ensure that postdoctoral researchers receive the same treatment as employees of the station-establishing unit, with remuneration not lower than that of employees of equivalent qualifications and not below the national standard for postdoctoral daily funding.
Applying institutions shall have engaged in joint research and development or technological cooperation with universities or research institutions within the past three years.
Applying institutions shall possess a clear plan for recruiting postdoctoral researchers and research projects, with preliminary collaboration intentions established with postdoctoral research mobile stations.
Applying institutions shall be capable of formulating practical management measures for postdoctoral work within the unit and assigning management personnel familiar with postdoctoral policies.
Application Criteria:
Enterprises recognized as provincial-level or higher manufacturing innovation centers, technological innovation demonstration enterprises, high-tech enterprises, intellectual property demonstration enterprises, innovative small and medium-sized enterprises, specialized and sophisticated "little giant" enterprises, or foreign-funded R&D centers.
Applying enterprises shall have received provincial-level or higher scientific and technological awards or undertaken provincial-level or higher key R&D projects or major scientific research projects within the past five years.
Applying enterprises shall operate in the "four priority" fields such as artificial intelligence, quantum computing, blockchain, and biotechnology; focus on achieving breakthroughs in integrated circuit R&D and production integration, critical new materials, key components, and high-end instruments and equipment; or be enterprises founded by technological entrepreneurs or high-level talents introduced from overseas, with a relatively high proportion of R&D investment to annual sales revenue in the past three years.
Applying enterprises shall have received high ratings or certifications from national regulatory agencies or industry associations, with overall technical proficiency or key research areas that lead the industry, demonstrating exemplary and driving effects within the sector.
Applying enterprises or institutions shall be those that fully reflect the integration of military and civilian development or the dual-carbon strategy, and possess domestically advanced levels in relevant technological fields.
Applying enterprises or institutions shall be high-end new-type research organizations or research and cultural institutions directly affiliated at the provincial or ministerial level or above, which undertake significant social service functions and demonstrate strong scientific research and innovation capabilities.
Applying enterprises or institutions shall be entities that belong to future frontier industries prioritized in the 14th Five-Year Plan for the Development of High-Precision and Advanced Industries in Beijing Municipality (Jingzhengfa〔2021〕No.21), such as biotechnology and life sciences, carbon emission reduction and carbon neutrality, frontier new materials, quantum information, optoelectronics, new memory technologies, brain science and brain-computer interfaces, as well as other fields contributing to the cultivation of digital talent and the development of the digital economy.
Service Content: Providing consultation on station establishment policies and procedures, organizing eligible units to establish branch stations of the postdoctoral workstation in the park, and facilitating the introduction of postdoctoral talent.
