Ten Employment Measures

Measures have been actively implemented to ensure the annual release of no fewer than 80,000 job positions, facilitate employment for 20,000 unemployed individuals, and achieve an employment support rate of no less than 90 percent for college graduates. After three years of effort, 30 "Haizhihui" employment service complexes have been established, including one district-level employment service center, 29 subdistrict/town employment service stations, and ten teams of career guidance professionals.

1. Building the "Haizhihui" At-Your-Doorstep Employment Service System
Issue implementation guidelines to advance high-quality employment services comprehensively, creating a new paradigm for public employment services. Develop the "Haizhihui" intelligent employment platform, create an "integrated employment service map," and provide services such as job matching, mock interviews, and career guidance. Establish one district-level employment service center, 29 subdistrict/town employment service stations, and multiple employment service outposts to form a three-tier service network with policy empowerment, spatial support, service extension, and rapid response, ensuring comprehensive and accessible employment services. Implement a capacity-building program for employment service specialists, training 2,000 personnel annually.
2. Enhancing Talent Aggregation in Key Industries Such as Artificial Intelligence
Analyze the current state of human resource allocation in the artificial intelligence industry, release a catalog of urgently needed and scarce talents twice a year, and guide outstanding talent to meet industrial demands. Pilot the construction of an "industry-education-evaluation-employment" skill ecosystem chain in key industries, collaborate with universities to develop micro-degree programs, conduct project-based training for high-demand talents such as senior data labelers, and promote deep integration between industry and talent. Develop a talent mobility map for Haidian's key industries, leverage dynamic monitoring, and enhance talent retention and utilization efficiency. Encourage international talent to participate in the development of key industries by providing work permits and entry-exit facilitation.
3. Maintaining Smooth Employment Channels for College Students
Support private enterprises and small and medium-sized enterprises in hiring young people, and provide a one-time job expansion subsidy of CNY 1,000 per eligible hire to qualifying employers. Deepen the construction of Haidian District's college student internship and practice bases, release no fewer than 5,000 high-quality internship positions annually covering key industrial chains and emerging fields, and promote career awareness among current students. Support overseas PhD holders and outstanding international students in conducting on-site internships and study tours in Haidian. Enrich the service offerings of the "Zhongguancun Hundred-School Alliance" brand, extend the "Talent Gathers in the Cloud" platform to universities, and enable direct access to job information and entrepreneurship channels.
4. Supporting Entrepreneurship Entities Throughout Their Growth Cycle
Establish the Haidian District "College Student (Youth) Employment and Entrepreneurship Center" to provide full-cycle, stage-based entrepreneurship services. Support the healthy development of startups by establishing the "Haidian District Entrepreneurship Mentor Think Tank," which will bring together experts, scholars, and corporate executives to provide regular entrepreneurship coaching. Support the healthy growth of maturing enterprises by providing low-interest entrepreneurship guarantee loans. Allocate 100,000 square meters of high-quality, low-cost entrepreneurial space for young entrepreneurial talents. Assist those whose entrepreneurial ventures have not succeeded in transitioning by offering psychological counseling, skills training, job referrals, and other services to facilitate the shift from entrepreneurship to employment.
5. Empowering Competition Projects for Transformation and Development
Coordinate innovation and entrepreneurship competitions, enhance empowerment efforts, provide a one-time conversion subsidy of CNY 100,000 to entrepreneurship projects that achieve top-tier results in such competitions, and prioritize rental of talent housing for project founders. Include winning projects (prize winners and above) in an excellent entrepreneurship project database for follow-up services and recommend them for entry into subdistrict- or town-level incubators. Support the growth of high-development-potential projects by providing a one-time enhancement subsidy of CNY 150,000 to enterprises that secure new commercial market financing of CNY 3 million within three years of registration and completion of technology transfer.
6. Deploying a Full-Stack Matrix for Skills Enhancement
Implement the "Skills Lighting Up the Future" vocational skills training initiative, providing free vocational skills training to key employment groups such as local college graduates and rural-to-urban migrants. Innovate the "New Employment Forms Skills Training Caravan" training brand by incorporating workers in new employment forms into the training support system. Support the establishment of master studios by providing a one-time subsidy of CNY 100,000 to those initially certified as district-level master studios and prioritizing the rental of talent housing for the studio leaders. Advance the construction of the Haidian Craftsman Academy to cultivate 20 "Haidian Craftsmen" annually.
7. Enhancing the Quality and Efficiency of Market-Oriented Employment Services
Support the construction of human resources service industrial parks and establish a human resources service base in the field of artificial intelligence. Support human resources service agencies in introducing urgently needed international talent to key industries such as artificial intelligence, and provide rewards to both the agency and the employer for successful placements — equal to 50 percent of the talent agency service fee per placement, with a single reward not exceeding CNY 300,000. Encourage human resources service agencies to participate in public employment services by providing a subsidy of CNY 500 per person for successfully referring key groups to employment, and offer a one-time reward of up to CNY 100,000 for eligible cases. Encourage human resources service agencies to contribute to the development of career guidance teams by training no fewer than 100 career guidance professionals within three years and providing professional services such as vocational training, policy interpretation, and career counseling.
8. Expanding and Increasing Employment Opportunities
Leverage the role of subdistricts and towns in supporting the economy by conducting enterprise visits and job expansion campaigns, aiming to release no fewer than 50,000 job positions annually. Encourage human resources service agencies to collaborate and share resources, selecting and releasing no fewer than 20,000 high-quality positions each year. Tap into the employment potential of major projects and initiatives, aggregating no fewer than 5,000 positions annually. Utilize the roles of associations, such as the Women Entrepreneurs Association and the Elderly Care Association, to specifically explore "family-friendly positions" and expand job opportunities in areas like the silver economy, adding no fewer than 1,000 home service positions annually.
9. Precisely Supporting Key Groups
Create the "Joyful Work in Haidian" new-type gig market, develop transitional positions with Haidian characteristics — such as IoT device deployment and software development — build profiles for unemployed individuals to accurately push information on skills training, job vacancies, and other opportunities, provide gig employment subsidies for up to 24 months to unemployed individuals who achieve flexible employment through the gig market, and offer social insurance subsidies for up to two years to employers who hire key local groups.
10. Fostering Harmonious Labor Relations
Establish a "one-stop" diversified mediation center and specialized tribunal for labor disputes arising from new forms of employment, and set up five mediation organizations dedicated to such disputes. Continue to steadily advance the pilot program on occupational injury protection, extending coverage to workers on pilot platforms including ride-hailing, food delivery, instant delivery, and intra-city freight. Strengthen the prevention of labor disputes in new forms of employment at the source by conducting no fewer than 30 annual "Arbitration Guard" legal awareness campaigns.
