Recently, the Implementation Plan for Building a Garden City in Haidian District was officially released. The plan adopts five major frameworks of "One Screen", "Two Cores", "Three Green Chains", "Five Corridors", and "Ten Clusters", implementing nine key tasks to ensure the effective advancement of the garden city initiative.
Vision for Implementation
Through the garden city construction, Haidian will vividly showcase its natural beauty and historical culture, highlight the vitality of scientific and technological innovation, attract high-tech talents and enterprises, and position Haidian as a modern, dynamic district that is livable, business-friendly, and people-centered, leading the trends of the times.
One Screen:
Highlight the painting screen of Western Hills in Haidian District, enhance ecological conservation and restoration, and form an ecological barrier in the Western Hills that integrates nature and culture, features stable forest composition, rich biodiversity, and distinct seasonal landscapes.
Two Cores: Develop the "Three Hills and Five Gardens" cultural green core to integrate historical culture, natural landscapes, and urban spaces; and build the northern ecological and technological green core, seamlessly blending technology parks with fields, forests, gardens, and water bodies.
Three Green Chains: Construct three structural green chains in the west, north, and south of Haidian: the Western Hills Summit Trail Greenway, the Northern Landscape Cycling Greenway, and the Southern Colorful Life Stroll Greenway, linking them into an interconnected greenway leisure network.
Five Corridors: Establish five major corridors: the Grand Canal Cultural Belt (Jingmi Diversion Canal-Kunyu River-South Changhe River), the Nansha River Cultural Tourism Excellence Belt, the Qinghe Waterfront Green Corridor, the Jingxin-Jingzang Expressway Green Corridor, and the Yongyin Waterfront Ecological Belt.
Ten Clusters: Develop ten key clusters, including: the Three Hills and Five Gardens Excellence Cluster, the Western Hills Summit Trail Core Cluster, Fuxing Road Government Service Zone, Zhongguancun East and West Zones, the Artificial Intelligence Industry Belt (also known as the Jingzhang Railway Heritage Park Innovation Exchange Belt), Beiqing Road Technology Vitality Belt, Shangdi Science and Innovation Cluster, Shuguang Wanliu Livable Living Cluster, Xisanqi Xindu Green Valley Cluster, and the Northern Foothills Cluster.

Highlight Distinct Features, Enhance Functions, Achieve Initial Results
The central government service functions will be significantly enhanced. Blue-green corridors will form an interconnected network. Public spaces will be spacious and tidy, and the distinctive characters of the urban landscape will be notably elevated. Vibrant garden scenes will emerge, the urban living environment will improve markedly, and initial achievements in building a garden city will be realized.

Replicate and Promote, Demonstrate and Lead, Create a Haidian Model
A clear-water, green-shored, birdsong-filled, and beautifully refined urban image will take shape. The goal of citizens reaching a park or greenway within a five-minute walk will be achieved, and public awareness of garden city development will grow significantly. Replicable and scalable experiences will be summarized, forming a Haidian model for Beautiful China.

01 Shape cultural spaces that embody the grandeur of the nation's capital
Guided by the development of key areas such as the Three Hills and Five Gardens Core Cluster, the Grand Canal Cultural Belt (Haidian section), the surroundings of the Palace Museum's North Campus, and Fuxing Road (Haidian section), this task aims to comprehensively enhance Haidian's distinctive garden-city landscape and historical character. It will help create a new paradigm for shaping the physical form and cultural spirit of the nation's capital.
02 Create a Park and Recreation System Accessible Right Outside One's Door
Led by the development of park clusters, this task includes building structural parks, country parks, and comprehensive parks. By making use of vacated land from demolished illegal structures and upgrading public spaces, Haidian will develop community parks, pocket parks, street gardens, and micro-green spaces, forming a complete park-based recreation system. The goal is to ensure that residents can reach a park, green space, or greenway within a five-minute walk and gradually eliminate service blind spots beyond the 500-meter green-space service radius. By 2035, Haidian will have built approximately 200 parks of various types, increased per capita park green space to 20 square meters, and achieved a 96% coverage rate for the 500-meter service radius of park green spaces.
03 Provide seamless recreational experiences linking mountains, waters, and the city.
By advancing the deep integration of "three networks" and prioritizing the development of greenways and waterfront pathways, Haidian will accelerate the establishment of a slow-mobility system characterized by "universal access, full coverage, and blue-green integration". A three-tier greenway system — municipal, district, and community leve l— will be built, creating 450 kilometers of greenways and 300 kilometers of waterfront slow-traffic routes. This will form a district-wide ecological "green vein" that seamlessly connects people with mountains, waters, and urban life.
04 Create vibrant and engaging park spaces full of character and charm
Committed to all-age friendliness and with a special focus on youth, this task involves comprehensively upgrading park green spaces and creating differentiated recreational settings tailored to the daily needs of people of different ages. Parks will strengthen their role in science education by reasonably establishing camping areas and offering diverse cultural, educational, and horticultural experience activities in comprehensive parks.
05 Foster an ecological environment where birds soar and dragonflies glide
To bring nature closer to daily urban life, this task focuses on constructing wildlife migration corridors, improving habitat quality, accelerating species recovery, and restoring natural ecosystems to further protect local rare and threatened species. Efforts will help increase the populations of Haidian's iconic species, such as the Beijing swift and Libellula angelina. Urban birdwatching maps will be developed to allow residents to appreciate the delightful sight of birds in flight and dragonflies the city.
06 Connect pleasant streetspaces enriched with floral fragrance and greenery
Starting from improving the pedestrian experience, this task shifts from design limited within road redlines to an integrated approach to planning public street spaces. It coordinates various urban spatial elements and implements sidewalk upgrades, urban greening and color enhancement, the "Three Transformations of Utility Boxes", and "Multi-pole Integration". The task also aims to dynamically eliminate illegal structures, designate reasonable parking areas for both motorized and non-motorized vehicles, and gradually open affiliated green spaces of government bodies, institutions, and enterprises to the public — ultimately creating open, clean, and pedestrian-friendly
07 Activate lively and dynamic garden-style living scenes.
Focusing on the public's aspiration for a beautiful environment, this task promotes the development of garden-style commercial districts, campuses, hospitals, and industrial parks across various production and living scenarios. It also enhances the quality and efficiency of orchards and agricultural sightseeing gardens, creating pastoral landscapes with the fragrance of ripening rice and fruits.
08 Enhance refined and smart urban governance capabilities.
This task establishes a tiered and integrated maintenance system for urban green space, emphasizing a balanced approach that combines refined management with naturalistic upkeep and precise care. It promotes energy-saving and renewable energy technologies in green areas, explores intelligent management in forest fire prevention and park operations, and strengthens the multifunctional use of green spaces.
09 Establish a participatory mechanism featuring co-construction, co-governance, and shared benefits
This task builds a collaborative participation mechanism featuring "the government shaping the overall environment, enterprises optimizing the local environment, and the public actively engaging in flower appreciation and green protection". It seeks to strengthen social consensus, encouraging enterprises and citizens to take social responsibility and participate in garden city development. Activities such as "Gardening in Communities", "National Voluntary Tree Planting in Communities", "Community Micro-garden Building", and "Flower Exhibitions" will be organized to foster broad public involvement.
