To further advance the critical battle against pollution and promote continuous improvement in ecological and environmental quality, Haidian District has issued and implemented the 2025 Action Plan for Promoting Construction of a Beautiful Haidian and Continuously Advancing Critical Battle Against Pollution.
Objectives and Tasks
Strive for steady and positive improvement in the district's ecological index (EI).
Strengthen Biodiversity Conservation
1.Enhance working mechanisms
Promote the establishment of a coordinated working mechanism for biodiversity conservation.
2.Strengthen monitoring and assessment
Proceed with biodiversity surveys.
3.Strengthen the prevention and control of invasive alien species
Improve the practices for the approval and supervision of introduced plants, and enhance the monitoring and comprehensive management of invasive alien species, such as the fall webworm (Hyphantria cunea).
4.Protect key biological genetic resources
Strengthen the conservation of key crop, livestock, poultry, aquatic, and other germplasm resources.
5.Enhance law enforcement and inspection
Investigate and penalize, in accordance with the law, illegal activities that damage wildlife resources or/and habitats, encroach upon or/and destroy forest tree germplasm resources or/and crop germplasm resources, and involve unauthorized introduction, release, or/and abandonment of alien species. Conduct supervision and inspection of transactions involving wildlife and the relevant products.
Maintain the Stability of Ecological Spatial Patterns
1.Promote ecological protection and restoration in accordance with natural laws
Proceed with the actions for "expanding green spaces and enhancing quality" in landscaping, with an aim to achieve a forest coverage rate of 35.5%. Promote the building of natural belts, establish three ecological conservation spots, proceed with the development of two demonstration zones for the maintenance and management of plain ecological forests, and create 10 pocket parks and small green spaces. Implement vertical greening to effectively increase the green visibility rate.
2.Strengthen the supervision and management of key
Enhance the management of the red lines for ecological conservation (which are areas under strict protection for ecological safety). Implement territorial space use control and strengthen the administration of temporary land use within such red lines. Rigorously supervise and manage protected natural areas.
3.Strengthen the oversight of resource development and utilization
Strengthen efforts to combat illegal mining and unauthorized extraction of mineral resources, and investigate and penalize such violations.
Promote Sustainable Development of Ecological Protection
1.Strengthen education for ecological conservation
Continuously carry out publicity and educational activities on ecological conservation to comprehensively raise awareness.
2.Enhance the level of ecological protection
Organize on-site verification of clues related to changes in ecological land use to ensure that ecological protection efforts will be more targeted and refined.
3.Deepen the development of demonstration projects of ecological conservation
Establish practice and innovation bases under the concept of "Lucid Waters and Lush Mountains Are Invaluable Assets". Promote the implementation of long-term mechanisms for the post-assessment of ecological conservation demonstration projects. Accomplish annual tasks and project plans outlined in the ecological conservation blueprint.
